Tarif Multiguna PLN
Foto : Pikiran Rakyat Online Terhenyak saya membaca tulisan Pak Sugandi di Bogor tentang komplain tarif Multiguna PLN di Surat Pembaca Kompas (Redaksi Yth) yang dimuat di Kompas Minggu, 24 September 2006 sebagai berikut :
Hemat Energi dan Tarif Multiguna Belakangan ini, PLN sering mengimbau masyarakat untuk melakukan penghematan energi melalui iklan masyarakat dan sejenisnya. Tetapi di satu sisi PLN sendiri tidak konsisten dengan imbauannya, terutama dengan diberlakukannya tarif Multiguna. Dengan tarif Multiguna masyarakat dipacu untuk melakukan pemakaian minimal 150 Kwh. Hal ini saya alami pada saat pengambilan rumah, di Taman Sari Persada Bogor. Sesuai keterangan yang saya dapat dari pengembang (PT Wijaya Karya), bahwa pemasangan baru hanya bisa dilayani dengan tarif Multiguna tanpa diberikan pilihan kepada konsumen, kecuali Multiguna atau tidak. Dengan fasilitas Multiguna maka pembayaran listrik minimum Rp 119.274, sementara listrik belum dipakai karena rumah memang masih kosong. Jadi untuk pemakaian di bawah 150 Kwh, pemakai dipaksa untuk membayar sejumlah Rp 119.774 sehingga memaksa konsumen yang tadinya ingin mengikuti imbauan PLN untuk berhemat maka berlomba-lomba memakai minimal 150 Kwh. Sementara sering terdengar PLN mengeluh bahwa biaya listrik per Kwh sangat mahal. Saya tidak mengerti dengan tarif Multiguna. Berharap dengan tarif Multiguna akan mendapatkan nilai lebih, di sisi lain seperti pasokan yang baik tidak "byar pet", pasokan yang stabil (daya tidak turun naik). Sehingga tidak perlu membeli lagi stabilizer. Dalam hal ini pihak PLN tidak bisa memberikan jaminan meski konsumen memasang tarif Multiguna. Apakah ini akal-akalan dari PLN dalam strategi menaikkan harga. Karena sebagai monopoli di industri listrik, konsumen sangat dirugikan tanpa punya posisi tawar menawar kepada PLN. Saya lantas berdiskusi dengan teman mengenai tarif multiguna tersebut. Teman saya malah bercerita, adiknya yang memasang listrik baru dengan daya yang sama dengan rumah teman saya tersebut dengan peralatan elektronik yang lebih sedikit, namun rata-rata pembayaran listriknya rata-rata hampir sama yakni Rp. 150 ribuan per bulan. Setelah komplain ke PLN ternyata, adik teman saya tersebut dikenakan tarif multiguna.
Tarif multiguna yang diterapkan PLN, analoginya mirip seperti jika kita parkir di mal/hotel/kantor terutama mal-mal atau gedung-gedung di Jakarta. Parkir satu jam pertama jika membawa motor adalah Rp. 1000 dan setiap jam berikutnya adalah Rp. 500. (Untuk mobil, satu jam pertama dikenakan Rp.2000). Artinya jika anda hanya parkir 10 menit saja, anda tetap diharuskan membayar Rp. 1000 untuk motor dan Rp. 2000 untuk mobil.
Yang perlu dicermati dari tarif multiguna ini adalah konsumen tidak memiliki posisi tawar yang menguntungkan. Posisi tawar yang mungkin adalah : tidak usah pasang listrik baru di rumah jika tidak mau memakai tarif multiguna. Tapi apa mungkin kita tidak perlu pasang listrik baru di era seperti ini. Alternatif lain, konsumen harus memiliki genset atau pembangkit sendiri jika tidak mau pasang baru dan berlangganan lewat PLN.
Dari informasi yang saya di website PLN, tarif multiguna ini sebenarnya diperuntukkan bagi masyarakat yang yang hendak mengadakan pesta atau keperluan sementara lain seperti hajatan, peringatan hari kemerdekaan dan lain-lain. Tarif ini hanya dipergunakan khusus bagi penggunaan tenaga listrik yang karena berbagai hal tidak dapat dicakup oleh ketentuan tarif baku, diantaranya karena bersifat sementara (jangka waktu pendek). Namun entah mengapa, pada prakteknya, sesuai dengan surat pembaca di atas diberlakukan juga untuk sambungan baru. Hmmm, mungkin ini juga yang menyebabkan tagihan listrik di rumah baru ayah saya, lebih mahal dan beda jauh dengan rumah lamanya, meski daya yang dipakai sama dan asumsi pemakaian yang sama. Ternyata jawabannya : KARENA TARIF MULTIGUNA !!
